Simplified MuJoCo-like environment with HalfCheetah-v4 dimensions.

Uses basic linear dynamics as a placeholder: next_state = state + dt * f(action)

This is not physically accurate – it exists solely to validate the trait implementation, VecEnv integration, and Python bindings before the real MuJoCo backend is wired up.
